These may be the marks left by leaf miners if they are white and just under the surface. The grub that causes the tunnel will be inside of it somewhere. You can hand squash them or spray with ready made oils for the purpose. Destroy infected leaves.

Lines on the leaves of a Columbine plant could be caused by insect damage, such as leaf miners or aphids. It could also be due to a fungal or bacterial infection, like downy mildew or leaf spot diseases. Proper plant care, such as regular watering, adequate spacing, and good air circulation, can help prevent these issues.

Is the Colorado columbine flower a evergreen?

An evergreen is a plant that has leaves through every season. What comes to mind are conifers, pines, spruces, etc., but it can also be a plant in a steady climate that doesn't lose it's leaves. The Columbine loses it's leaves in the winter, so based on the definition of an evergreen the Columbine is not an evergreen, but is instead deciduous.
