From your question I understand that both parents has O+, and they had a child with B- blood type. ( if i understand the question in the opposite way please let me know )

the (negative) may come if both parents are heterozygous. (Rh+Rh-)

but parents with type O can't have a baby with type B it's impossible.

The child could have blood group O positive if both parents are carriers of the O gene. This means that both parents have at least one O gene each.

Does a child blood group have to match with parents blood group?

No, a child's blood group does not have to match either parent's blood group exactly. A child's blood group is determined by a combination of the parents' blood types, following specific inheritance patterns. It is possible for a child's blood group to be different from that of their parents.
