First you should take every precaution to keep the soil around the foundation as dry as possible.

  1. Make sure your gutters are clean and in working conditions. Install them if you don't have any.
  2. Extend downspouts a few feet away from the foundation walls
  3. Grade the terrain as to slope away from the house.
  4. Keep plants that need constant watering, sprinklers and garden hoses as far away from your basement walls as possible.
  5. Provide adequate drainage with an interior drain tile and a good sump pump system. preferable with a battery operated backup pump.

That will keep your basement leak and flood free, and will deal with some of the ground moisture from infiltrating the concrete.

A basement dehumidifier, set to keep the basement RH levels at around 50% will give you a healthy and mold free basement, suitable for finishing.
