A hurricane is a tropical cyclone with maximum sustained winds of at least 74 mph. rain is water on that falls from the sky after evaporating and re-condensing. Hurricanes do bring rain, but also bring very strong winds, and create coastal flooding from a combination of wind and low pressure driving seawater onto land. Hurricanes also are, by definition, tropical systems with well-organized circulation and convection.
