That is a long history. Almost 70 years ago, a person made a big ice bulk beside his home to make fun and perhaps some other ideas. He made a hole in ice and inserted a candle in it. Then, some neighbours learned his art work. In 1956, the Harbin government held a simple exhibition in the Zhao lin Park for spring. Many Harbin citizens went to the park to visit the exhibition and subsequently it was developed and became a big and international festival. Up to now, it was continued each winter to say "welcome" to the next spring!
