Tourmaline resin appears to be used to mean different things to different people.

The most common usage appears to be a resin made from acrylic which is "tourmaline" green. Since Tourmaline comes in many colours using it as a colour name is at best creative naming.

In another usage of the phrase Tourmalines are powdered and placed in a resin carrier. A patent was issued "United states patent 6001282" for using such a device to shield mobile phones. Note patents being issued don't mean that the device has been tested or shown to work, only that a patent was requested and issued.
