0-6 on the pH scale are acidic substances.

7 is NEUTRAL - the pH of pure water is 7.

8-14 is basic/alkaline.

When discussing drinking water supplies, a pH between 6 and 8 is generally referred to as neutral, because for practical purposes (drinking, cooking, washing etc) they differ very little from pure water. However, technically a pH between 6-7 is still acidic, and 7-8 still alkaline.
