I have studied time zones quite a bit, and I've never heard of it. My first guess is that it's somebody's own name for an area that observes daylight saving time (a.k.a. summer time) during part of the year. My second guess, in which I have far less confidence although it makes me laugh, is that it is the time zone on a boat.

A floating time zone is one that adjusts to the local time of the observer or system without being tied to a specific geographical location or offset from Coordinated Universal Time (UTC). This can be useful when needing to display time information or events relative to the user's current time zone.
The Central Time Zone is to the east of the Mountain Time Zone in the United States.
The Pacific Time Zone is west of the Mountain Time Zone.
The time zone to the right of the Eastern Time Zone is the Atlantic Time Zone, which is also known as Eastern Time Zone - Atlantic Standard Time (AST).
Some of the time zones in the United States include Pacific Time Zone, Mountain Time Zone, Central Time Zone, and Eastern Time Zone. There are also several other, less common time zones in the U.S. such as Alaska Time Zone and Hawaii-Aleutian Time Zone.
