Glycolysis always occurs in every cell, regardless of whether or not oxygen is present. It occurs in the cytoplasm of the cell.

Basically, it turns one glucose molecule into two pyruvate molecules via a bunch of reactions. The pyruvate then gets sent to the mitochondria, where cellular respiration occurs.
