The ESI ID is a number used by the various utility companies to indicate the location of your meter. This term is used only in the state of Texas (as far as I know) When you change your retail electricity provider, then the company that is sending the bills is responsible for providing service to that meter.

For example

10178990008476182

"17899" identifies the electrical power area ie(ONCOR, Centerpoint, etc.) to your provider

"8476182" is number assigned to the address that is being served.
