You did not tell us what kind of eyeliner (liquid, gel, pencil) you were inquiring about so this information is very general. Most leading brands that are applied with a brush follow close to the same recipe.

This is what I found that was contained in one leading brand.

Ingredients: PTFE, Trioctyldodecyl Citrate, Octyldodecyl Stearoyl Stearate, Talc, Tridecyl Neopentanoate, Magnesium Stearate, Dicaprylyl Maleate, Alumina, Boron Nitrade, Silica, Synthetic Fluorphlogopite, Calcium Aluminum Borosilicate, Lauroyl Lysine, Tocopheryl Acetate, Imidazolidinyl Urea, Methylparaben, Propylparaben, Tin Oxide.

May Contain (these are colorants): Mica, Cl 77499, Cl 77491, Cl 77492, Iron Oxides Cl 77891, Titanium Dioxide Cl 77007, Ultramarines Cl 42090, Blue 1 Lake Cl 77510, Ferric Ferrocyanide, FIL-D337782

Ferric Ferrocyanide is not cyanide. It is not poison. It's a dark blue non-toxic pigment.

PTFE is Teflon.

Other ingredients used in eyeliner may include but not limited to are…

2-Propanol

Benzyl Alcohol

Butylated Hydroxyanisole

Carbon Black

Diethyl Phthalate

Aluminum

Bismuth

Butylated Hydroxytoluene

Propylene Glycol

Silica

Butyl Paraben

Fragrance
