In statistical analysis of categorical data, a table is informative if it contains at least two different observed responses for each variable. In a 2x2 table of SEX (male/female) by HIRED (yes/no) there must be at least one each of male, female, hired (and not hired. Otherwise the table is uninformative because either all subjects were of the same sex or had the same outcome. There does not have to be at least one observation for each combination of sex and outcome.
