GPS tracking devices work through satalitte. The device is programmed to 3 or more sataliites that recieve a signal from the device's position on Earth and triangulate that signal to give a poition of exact longitude and latitude.

They don't send anything. GPS systems are passive (receivers) only. They receive signals and precise timing clock data from a series of satellites. Since the satellites know their own positions, the receiver can use the satellite data to calculate its own location.
