This is actually your third eye or minds eye usually alerting you to something. Notice how it comes at specific times or it just comes without you knowing why. I've heard if you ask it to teach you it will..When you close your eyes and see a swirling blue circle this is your inner minds eye. When your eyes are open and you see the tiny blue dot (which has also been known to be accompanied by different colors separately) it is an alert of some kind i believe.
