The answer isn't so simple. There are various kinds of pH paper. However, I presume you are referring to litmus paper which is the widest distributed form. Acetic acid has no effeect on red litmus paper but turns blue litmus red

The simplest answer I can give for this is that not all paper is white. Construction and craft paper come in many colors, and if one wishes to draw a white object on said paper, they will need to color it in with white.

Paper of any colour other then white.
If color is not important, red balsamic vinegar would be the best substitute for white. Otherwise, a sweet white wine would be a possible replacement.
