It depends on what you are packaging. In general, however, biodegradable packaging is most environmentally friendly.

In many cases, this means simple cardboard or paper. Printing on either can cause problems, but there are manufacturers that are careful about that.

There are also biodegradable plastics, often made from starch. These are used for food, but not usually when the food has appreciable moisture content.

There is no such thing as chemical free packaging since a chemical is a form of matter that has constant chemical composition and characteristic properties. Therefore no matter what is used as the packaging it would be considered a chemical.
