I could be wrong but tsunamis (as are other forces of nature: earthquakes, typhoons, volcanoes, hurricanes, tornadoes etc.) cannot be controlled by man.

Small tsunamis usually break on shore and depending on water break heights and elevation of the land, either progress into shore or are halted.
