Mainly, it is a question of who manages the land. Sanctuaries can be local, state, federal, or privately-owned and managed. National Parks are managed by the federal government of a nation. "Biosphere reserve" is a designation given by the United Nations Educational, Scienctific, and Cultural Organization, which does not effectively manage the land (that is left up to a country's national park system, usually).

A biosphere reserve is a protected area comprising ecosystems that are internationally recognized for their unique biodiversity and sustainable development. Unlike a wilderness area, which focuses on preserving natural landscapes in their pristine state, or a wildlife preserve, which primarily protects endangered species, biosphere reserves aim to balance conservation with sustainable use by including human settlements and activities within their boundaries.

A biosphere reserve is "protected areas divided into zones with different purposes."(Cunningham,2009,p.145) This reserve differs from other wildlife and nature reserves, because a biosphere reserve is for a certain ecosystems to rebuild and to be untouched by humans except for scientific studies. Nature parks and wildlife reserves are for preservation of the animals and the natural resources, but they are also used for recreation purposes such as camping, hiking, and tourism.
