For the most part, no. A suspended license means that you technically still have a license. And you are not allowed to have more than one license at a time. And a state will not issue you a license if you hold one in another state.
A state can request for your state to suspend your license. Your state may or may not comply. If your state does not comply, the other state can still revoke your driving privilege in that state, and, if you're pulled over in that state, it is treated the same as driving on a suspended license.
It is possible with some states, but not with every state. If you have a CDL (Commercial Drivers License) which gets suspended in one state, there is no state or territory of the US in which you'll be able to get licensed in while your license is suspended. Also note that the state which suspends your license also suspends your driving privileges in that state, so, if you did obtain a license from out of state, and were pulled over in the state where your license was suspended, it would still be treated as if you were driving on a suspended license.

Usually, if you are the owner you do NOT need to have a contractors license. It is called Owner-Builder. But... 1)You still need to have building permits and 2)inspections by city bldg. dept. (they will let you know about license requirements also) 3) if you hire a business they still need a license (but you can hire unlicensed labor if paid directly by you)
