no it can not, the skin isn't very ductile. you ever noticed that when you het burned that the skin later peels away? well that's because all the energy stopped in one spot. the same goes for electricity but the only difference is that when people get severely electricuted the current usually traveles through the liquid in their bodies, but it has to go through their skin to do so. so there must be an ample amount of electricity.
