Because it's molecular structure is actually quite thin. The molecules (or atoms for that matter) are carbon, hydrogen, and maybe a bit of oxygen, making it not the best for insulation. Its so-called 'cousin' rubber is a very good insulator, however. Good enough that if you were to wear rubber boots and step right on a bare wire that you would be able to just keep walking unaware of what you did.
