It could be argued that oxygen is the most important due to it's requirement by nearly all life on this planet for their respiration. Oxygen is also critcal in many inorganic processes including oxidation of most metals. It is the central molecule of water (H2O) which is the primary solvent for most geological processes. It is also the most abundant element in the crust - at about 48% by mass and in the ocean - at about 86% (the ocean is, after all, mostly water, and oxygen is 8/9 of the mass of a water molecule)

On the other hand, carbon could also be considered potentially the most important because all known forms of life are "organic" - meaning they are carbon based. One popular idea in Science Fiction is forms of life based off of other elements, but none have really been found yet - at least not to my knowledge.
