I'm going to assume that the solvent is water. Flour is not a solute in water, as it is made of many different types of molecules, most of which do not dissolve in water.

∙ 12y agoFlour is a complex mixture of starches, proteins, and fats that can be considered a solute when dissolved in a liquid. However, in its typical form as a powder, flour is not dissolved in liquid but rather suspended in it, so it would not be considered a solute in that context.
