Endothermic and exothermic reactions are chemical reactions where as cooling a beer is simply moving heat from one place to another.

So to answer your question, cooling a beer is neither endothermic, nor exothermic, it is thermally neutral. That is to say that ( not counting heat generated by inefficiency ) the amount of heat remains constant throughout the "cooling" process.
