Read your governing documents for the particulars in your association, but generally:

  • common element -- for the use and benefit of 100% of the owners
    • pool, Golf course, common roadway, landscape;
  • limited common element -- for the use and benefit of less than 100% of the owners, and often dedicated to a single owner
    • deck, enclosed garage, private driveway, shared attic.

All owners pay for the maintenance of common elements. Individual owners may be required to pay for maintenance of a limited common element, such as an attached garage or dedicated staircase.

Common elements are portions of a property that are owned jointly by all unit owners in a homeowners association (HOA), such as building hallways, common area grounds, or parking lots. Limited common elements are common elements that are reserved for the exclusive use of one or more specific unit owners, such as a balcony or a parking space assigned to a particular unit.

What is the imfortance of scientific attitudes to the scientists and students like you?

Hopefully the attitudes are truly scientific and not laced with political aims as is often the case. For instance grants are not obtained very easily when the scientist believes that he or she will show results out of the mainstream academic thinking. Or even government thinking. For instance they want to hear that the global warming that is occurring in the Northern Hemisphere is being cause primarily by humans enhancing the Carbon Dioxide. Nevertheless a true scientist will observe and look into the data before a hypothesis/theory is ever even presented. Then the true scientist will seek the truth, and not what is popular or politically correct. They will not limit themselves to a narrow cause and event, but consider several options. For instance: I did a study on the arrival time of the sea breeze front affecting flights at Tuy Hoa Airbase in Vietnam. I could limit my study to the strength of the measures Southwest Monsoonal winds, but I found that stability and cloudiness was important too. All three parameters needed to be integrated. So you see the importance of attitudes tend to push some scientists to a bias that shouldn't be there. But the true scientist seeks only the truth, which is out there.

What is located at 60 degrees north latitude and 105 degrees east longitude?

This location is in northwestern Vietnam, about a mile from the Laos border. It appears to be a remote, mountainous, forested area, although there does appear to be a clearing of some sort very near this location. The nearest "place" is Lang Chanh, about 20 miles to the Northwest. Assuming your coordinates are not exact, however, and extending those coordinates half a degree in all directions, one could draw a box roughly 80 miles N/S and 70 miles E/W that includes parts of northern Laos and northern Vietnam, including the Vietnamese towns of Na Meo, Land Ke, Sop Cun, Quan Hoa, Ba Thu'o'c, Lang Chanh, Ngoc Lac, and Nhu Xuan. There are two minor highways in this area: Vietnamese Highway 15, which runs North-South between major highways 6 and 7; and Vietnamese Highway 217, whose eastern end intersects Highway 15, and whose western end becomes Laos Highway 6A as it crosses the border.

Can a home owner's association assess a special fee to build garages?

An HOA can assess a special assessment to cover just about anything. Read your governing documents to determine what options, limits and processes are involved in levying special assessments. It's possible that unless every unit is due to receive a garage, only the units that will receive a garage should be involved in the special assessment. Garages are often limited common elements and assessments can be limited in these cases to the beneficiaries of the limited common elements.
