People who do not grow to normal height definitely exist. Dwarfism is one condition that causes failure to grow normally. A person who has this condition is a dwarf (plural: dwarves).

Little guys who carry tools around and dig in the earth, mine gems and precious metals, and work wonders with weaponry are creatures of folklore and the imagination.
