It's actually pretty simple to get the Fossil on Pokémon Emerald. First you go to Fallarbor Town, then go all the way to the edge of the town (Route 114). Then, you go to the Fossil Maniac's house. Then go all the way back to the tunnel he dug. The tunnel should be called Desert Underpass. Once you get in, walk as far as possible to the right, and eventually you will see a fossil, and it will be the Fossil you didn't choose in Mirage Tower!
You definetely need the National Pokédex to unlock the tunnel!

The root fossil is a lilleep which is some ancient grass type pokemon. The claw fossil appears to be some water type pokemon. You can get both of these fossils in the same game one in the mirage tower and the other in the Fossil Maniacs home all the way in the back of the cave.
