I just finished research on that. What happens is: The salt known as miracle grow is the solute, and the water is the solvent. After a certain point the solvent cannot hold all the solute that there is so it remains a whole salt and sinks to the bottom of the container. Only when there is more water or after the dissolved salt is settled(and removed) can that salt be dissolved.

Miracle Grow's best use, in my opinion, is as a houseplant fertilizer, and a transplant solution - especially the latter. But I'm not fond of it for general fertilizing chores- it has too much nitrogen for some things. Time release granular is a better way to go for most plants, and especially for vegetable gardens.
