For rose otto, the flower petals are picked before 8am then distilled with water to extract the oils. You also have chemical extraction methods which can pull out the essential oils, resins, and waxes out of the plants. For blending, many people use a base oil. Sometimes it is a carrier oil i.e. - jojoba, avocado, etc.; sometimes it is another more mild essential oil such as lavender.
All plants photosythesise and so can use the suns energy to make chemicals like oils. Different parts of the plant and be pressed so the oils are released. They could also be boiled in water or a base oil and this breaks down the plants structure so that the chemicals are released. The water containing the oil can then to distilled so that the pure oil can be separated from the water.

Using the soxhlet method, you can extract essential oils from hard materials. This method uses a superheated steam distillation process to get all of the oils out of anise and cardamom plants, among others.
