There are chemicals supplied in with pH test kits that will raise and lower the pH of the water. Pet shops also carry spares. I would advise you not to mess with the pH of your water if you do not know EXACTLY what you are doing. It is very easy to wipe out a whole fish tank with pH shock. My advice is to only keep the kind of fish that like the kind of water that you have supplied by your water board.
