Newton's Law on Universal Gravitation applies to "Black Holes" in that "Black Holes" are the condition where matter is traveling at the speed of light. This is an equilibrium condition where the gravitational attraction is balanced by the centrifugal force. This gives GM/r= c2 , where r is the radius at which this equilibrium occurs.

Newton's Law does not directly deal with Black Holes because Newton did not include the kinetic vector energy in his Law. E= -mMG/r + mcV contains both the potential and vector energy and accounts for the Black Holes.
