A state is a political entity. A nation is a cultural group. Many nations--like the Germans--have a state. Some nations--like the Kurds or the Palestinians---do not. Because most states today are nation-states, we are inclined to think that a nation=a state, but this is simply carelessness.

A state is a political entity with defined borders, a government, and control over its territory, while a nation is a group of people who share a common identity, such as culture, language, history, or ethnicity. States can encompass multiple nations, and a nation can exist across multiple states.

What is the state of Cambodia?

A civil government as distinguished from individuals. You can say state, country, or nation. But the more accepted term would be country or nation. Most people (today) when they hear the word "state" might likely think of places like Texas, California, Tennessee, etc. which are states of the United States of America...itself being a nation or country. Cambodia...is not a state of any particular nation (country), but rather just a nation all by itself. Like all the rest of them...Laos, Vietnam, Burma, Thailand, India, Pakistan, Afghanistan, Iran, Iraq, Syria, Jordan, Nepal, etc. etc. etc.
