Conductors and insulators are different and simalar in many ways.Two ways they are simallar are they both have electrons and have something to do with electricity.Three ways they are different that conductors let heat and electricity go through it .On the other hand insulators do not let heat or electreicity go through it easily.Another way is conductors transfer eelectrons easily but meanwhile the insulator psses on electrons with difficulty.One last thing is that conductors are not current but insulators are current. Everything known to man has a resistance to the flow of electrons or the flow of electricity. In electrical or electronic terms we call this simply resistance. Somethings have a high level of resistance, these are called insulators, some have a very low level of resistance these are called conductors. Most metals are good conductors of electricity while most rubbers and plastics are good insulators. The basic theme is conductors permit electrical flow while insulator inhibit it. It is all about the availability of free electrons so if you need more details, search about atomic structure and free electrons and electricity / current flow.

Loosely, conductors are materials that you expect to offer low resistance to the passage of charged carriers (like electrons), while insulators are materials that you expect to offer large (or ginormous!) resistance to the passage of current.

These materials can be affected by the situation so that they do not perform as expected, but one tries to avoid putting the equipment in an environment that leads to same.

Add-on to first paragraph--conductors are expected to allow large current flow and change-of-flow even with low voltage applied; while insulators are expected to allow as close as possible to zero current even with large applied voltage.
