Op Art wasn't specifically 'invented' anywhere although the origins are European. Two of the pioneers in Op Art were Victor Vasarely (considered to be the father of Op Art) who was Hungarian, although he lived for most of his working life in Paris. Well probably he got influenced because he wanted to do something like art to enjoy with himself.And when he kept doing it, He got so good that he wanted to publish it.
