If it's the same as my '96 the amp is under the rear seat. Just pull the release strap for the bottom part, it should be underneath. Mine is on the drivers side.

there should be two small buttons or "knobs" on your guitar. One on the body of the guitar near the neck and one at the bottom of the body. On the guitar strap you should find a small slits in the leather on each end where you push the button on your guitar through, much like a button on your shirt. Remove the screw behind the seat that goes into the top of the rear fender. Lift the rear of the seat and pull straight back, away from the fuel tank. If there is a passenger grab strap, you can pull the seat through the strap or remove the strap.
remove mounting screw from top of rear fender then remove the two mounting fasteners located on both sides of the seat. loosen strap bracket by grasping and pressing down on the seat. pull out to free left side of strap bracket . push seat to the rear to free the tongue in the front. on some bikes you now have to unsnap the seat strap under the seat then slide seat through seat strap.
Remove rear screw, pull seat rearward until front tab disengages from under the tank, remove seat by pulling seat forward and sliding the strap over the passenger seat (requires some tugging at the strap). To replace slide the strap over the passenger seat pushing the seat rearward until the tab slips under the tank.

I'm assuming you are talking about folding the bottom of the seat forward so that the back of the seat can fold down flat with the cargo area. I have a 1998 Legacy Wagon Brighton and there is a strap that is supposed to be sticking up between the bottom of the seat and the back of the seat. It's located just a little to the passenger side from the center of the seat. Pulling that strap unlatches the seat from the car and it will flip forward. If you need to you can undo the 2 hinges at the front of the seat to find the strap. I had to do that as it is pretty hard to get your hand between the bottom of the seat and the back of the seat.

At the botom corners of the seat you will see a loop strap just pull on that and lift the seat
Assuming everything is working right, the strap doesn't lock till you hit something. There is a weight in the base where the strap coils up that locks the strap when you hit something. You can usually test this by jerking the strap and it should lock. Question. Is this for a child seat. There may be a center lap only belt that locks solid. Very often it is tucked down behind seat and you have to look for it.
You need to pull the tab at the back of the flat part of the seat up before the back of the seat will go down. It is best to remove the head rests to get them to lay flat. Also, be mindful to secure all the seat belts and ESPECIALLY the pull tab strap in the correct position when you are replacing the flat part of the seat or they are difficult to use once the seat locks back into position. The little strap on the back of the cushion bottom is not what you need to pull. There is another black strap (in the same area but often pushed into the seat crack) that needs to be pulled. It controls a latch that releases the seat and allows you to pull it up.
