Generally, Chernobyl will never re-start due to the massive amounts of Uranium,Tritium and Ceasium that are in the main reactor. This is giving of around 40,000 Roentgens per hour.

The area around Chernobyl, Pripyat, will never be habitable for the next 21,000 years.
