Each city-state was made up of the city and the farmland around it.
zigurrat
In the beginning, the main temple in each city was the center of government and economic life as well. Sumerian kings were subordinate to the priesthood. Over time, this situation essentially reversed as kings made conquests and gained power, so that the religious establishment was subordinated to the king.Various works by Jean Bottéro, for example, go into this in more detail.
Sumerian communities were divided by social structure. There were 3 social classes/or groups. At the top was the upper class. They had the most money and power. In this class there were the priests, kings, government officials, and warriors. They had finer homes. Then came the middle class. There was the artisans, merchants, farmers, and traders. If you needed something they were the ones who had stuff. Normal people lived in small mud-brick houses. Lastly, came the lower class. They were treated harshly. They were considered the enslaved farmers, people forced to work in temples, an slaves. The Sumerian communities were divided into city-states. At the center of each city-state there was a ziggurat. They beleived that the gods lived here. Only gods/godesses were allowed in here.
The isolation of Sumerian city-states was largely due to the geographical barriers such as rivers, marshlands, and deserts that separated them. This made communication and trade between the city-states more challenging, leading to a sense of independence and distinct identity for each city-state. Additionally, competition for resources and power further contributed to their isolation as they sought to assert their dominance over neighboring city-states.

The Sumerian people built the first cities along the rivers with irrigation canals. Each Sumerian city became a city-state,independent of the others.

The circumstances that led to the beginning of organized government began in ancient times. Organized governments were formed as a way to avoid anarchy.

Resource isolation is the practice of ensuring that different processes or applications on a system do not interfere with each other in terms of resource usage. This can involve separating and restricting resources such as CPU, memory, and storage to prevent one process from negatively impacting the performance of others. By implementing resource isolation, systems can operate more securely and reliably, especially in shared environments like cloud computing.
That would be a ziggurat.
Each town had its own ruler and farmland.
