This assumes you can find one who's able to speak after showing it to them; they may be too busy laughing. Elvis on black velvet is pretty much the pinnacle of kitsch, and I'm not aware of any famous artist (though admittedly I'm not an art historian) named "Brasserie" (which is French for "brewery") whose medium of choice was oil on black velvet.

It depends on what it is a picture of. If it is a picture of HIM and personally autographed, it would be worth a lot.
