It depends what country you're in. It's in the public domain in countries where the term of copyright protection is the life of the composer plus 50 years, including in Mexico where the 2003 extension to life plus 100 was non-retroactive. In life plus 70 years countries, including the United States, it will be protected through 2028.
I'm pretty sure that Las Mananitas is in the public domain given the hundreds of versions out there (ex. Amazing Grace) however, copyright laws would apply to any sound recording of either song. You would have to still get permission from the copyright holder for use, unless you yourself record your own version of the song. You could also have a friend do it, and work out a deal with him/her.
Music published before 1922 is in the Public Domain but ALL sound recordings are considered intelletual property of the creator(s).
