Music of the Romantic period (most of the 1800s) sounds a lot like early 20th century Pop Music. The harmonic vocabulary is the same and even the instruments used are the same. Prog-rock bands such as Yes and ELP contained some of this style in the later part of the century, but Yes usually had a style more Baroque, and perhaps was not pop music, although distributed in the same way. Pop music of continental Europe is much more likely to have a common-practice harmonic basis, which might make it sound Romantic, but in such a package it would be hard to call it that.
