Sometimes yes, sometimes no.. Depends on the piano, its condition, previous care, if the prior tuner was any good, tuned it on pitch or intentionally tuned it flat. You'd be surprised at how many of them tune it flat.

All pianos should be tuned at least once, per year. Tuning at least twice per year is recommended by all piano manufacturer's. If it's been many years since its last tuning and if it is old, it may not be worth tuning or repairing any longer.
