Yes and no. They are very cheap. Have amazing sound quality and stay in tune for long periods of time. They are great for beginners or as a back up guitar. Although the Martin strings that come it makes the guitar sound horrible so I would recommend buying a new set of strings. The action is pretty high also but you can take it down if you wanted to. Other than that I love mine and would highly recommend it especially for someone who has a low budget.

They are doing you a favor, you dont want more of those junk rogue mechanisms anyway. Find a model of washburn or fender bass which has similar mechanisms & see if you can buy replacement parts for those instead. My rogue acoustic has washburn machines on it now & i didnt have to make any alterations at all.

The big advantage of a rogue guitar is that it is a nice guitar for a value price. Not only does a rogue guitar have a nice tone, there is a variety of available sizes on the market, which appeals to not only adults but kids starting out on guitar.

On the low end, Rogue makes a pretty good acoustic bass. They dont have a lot of voice, and the electronics suck, but they usually have pretty good action and a decent fretboard... a good enough instrument for practicing on anyway. I have one I use for camping & such. On the upper end of your scale you may be able to find a Washburn or Fender acoustic bass. Both make quality instruments with a good sound & good hardware. However, I suspect that you may have to look for a used one in order to stay within your price range.
