Arizona and California are both members of the Drivers License Compact so if you pay the fine for the CA ticket (thus are convicted of the charge), CA DMV will send this information on to the AZ DOT According to the California Department of Motor Vehicle's violation point assessment listing, an out of state speeding ticket is a 1 point offense on your AZ driving record. This normally would get recorded onto your driving record once you are convicted of the Arizona speeding citation. However, Arizona puts 3 points on your license for speeding, not 1, therefore the penalty may come as 3 points to you when CA reports it to AZ. If Arizona offers you defensive driving school in lieu of a conviction for the charge, you might want to consider this option. Ask the AZ DOT, if you can take the traffic course, you may also need to contact CA DMV to find this out.
The points assigned to different violations are explained in the Arizona Administrative Codes, Title 17 Article 4 Section R17-4-404.

For a North Carolina speeding ticket, it is not the points but the fact that your license will be suspended if you are a North Carolina driver. You can use your Prayer for Judgment or retain a North Carolina traffic attorney and he may be able to get it reduced to a no points 9 over ticket.
