A leaf whistle works the same way that a reed in a claranet or Saxophone works. As air or your breath passes over a tight reed or blade of grass it vibrates. Your vocal chords do the same thing. We used to hold a blade of grass between our thumbs and cupped our hands to form an air chamber. When we held the grass stretched tight between the top and bottom of our thumbs and blew, the blade would vibrate and resound within our hands. It is really loud when done right. Loud enough to make mom yell "Will you cut that out!" It was great.
