I just got a Line 6 Spider IV. Ive been playing for about 7 years and I love it. It is a 150 watt amp with two 12" speakers. For a beginner I would get a Line 6 that is a little less intimidating. Line 6 amps are very highly recommended by me though. Especially the Spider IV.

yes, you can attach. but if the current through the line i.e. through the breaker exceeds 20 amp the breaker will trip. As long as the line carries 20 amp or less there is no problem.

if you are using an Epiphone les paul or Gibson les paul it just depends on what type of music you play. For anything from metal to classic you can use a Line 6 Spider IV but if your only into classic sounds any VOX amp should be good
