How can you tell when a guy is flirting with you?

In most cases, the dude put's his hand on the girl's waist. The girl puts her hand on the dudes shoulder. They join their free hands and just basically rock back and forth in circles. When a guy stares deep into your eyes without looking away this could mean one of two things. He sincerely has feelings for you, or if he's just a flirt then he knows girls love direct eye contact. You can tell from his personality and the way he is around other girls if he's a flirt or not.
