To answer your question "Nearly" L.P. but hang on this is going to be a bumpy ride!
There have been twelve standard pitches for the note that we now call concert 'A' and at numerous different temperatures.
Military Brass band instruments used to be HP high pitch and you can see this marked on the bell of some instruments like the Besson Flugelhorns.
There were two pitches that instruments were designed for prior to WWI the most commonly used were:
The French concert pitch of A=435 Hz
High pitch or "military pitch" of A = 452 Hz
Standardisation came about with the agreement of the Treaty of Versailles at the end of World War One when the "Concert Pitch"of A = 440 Hz was agreed.
Here is the "Treaty of Versailles" reference:

Both it has a really big range actually infinite. Thats why you should play french horn
It's a low brass instrument, But it can reach the low treble clef notes.
To transpose from concert pitch to horn pitch, you transpose it up a fifth or down a fourth. A fifth up from C4 would be G4, so you would play a G4 on the horn for a C4. Hope this helps =)
you just apply for the school don't fail high school and mention that you play an instrument on your application

The French Horn really doesn't have a limit. The limit is just as high as you can play it.

The slides on a french horn help carry the sound from the mouthpiece to the bell. I know this because i happen to play the french horn.
The french horn can reach 2 octaves above middle C (concert pitch: the F a fifth below) and down to the C two octaves below middle C (again, concert pitch a fifth down from this note), giving it a four octave range. the higher and lower notes are very difficult to play though, and so are rarely used by composers.
