He wasn't a conductor. But he conducted some premiers of his work. İt is some sort of tradition actually. But as his hearing deteriorates orchestra (in our time this term is too strict for 18th and early 19th century orchestras) followed konzertmeister more than him. And I think it should be noted he wasn't known as a conductor in start of his "composer career" but he was known as a superb pianist. Even after he stopped performing in public (because of his deafness) he was great. Maybe even better than he was in his youth.
Prior to being beset with deafness, Beethoven did conduct his symphonies. Once his deafness became too profound, he was unable to conduct, simply because he could not hear the orchestra.
