Yes. Cockerels like to practice and will voice their opinion at all hours. It can be quite annoying. The darker it is, the less likely they will make much noise. Take a flashlight and close up the coop one night to verify no light from other sources is entering the coop. Street lamps/barn lights even moonlight can shed enough light inside to keep the young rooster from dusk to dawn.

Yes, they can still crow, the testes are removed not the trachea. Caponizing can result in silencing a rooster but not always. Removal of the testes changes the hormone balance and often the behavior.
