The patch you refer to is most likely an Aircrew Designation or Qualification Patch used at the time, or something similar. All official insignias for VP-MS2 have a lot of detail - a simple "N" with wings could be similar to a Submarine Warfare patch (Dolphins) used on coveralls worn underway and not in port.Without actually seeing the patch itself, there is no way to specifically identify it. There is a class action law suit on behalf of 40 something women that took the Ortho Evra patch and 1 died. The other's have had major health issues because of this patch. I would look into it.
Unfortunately, the rocker panel is part of the one piece body side. To replace it, you would either have to obtain a replacment body side (price $750+) from the dealer, and cut out the portion you would need to use. Or, try and find a used one in good shape and use it. Aftermarket companies some times will come up with this part if the need is great enough.
